VAMMHA’s Accomplishments
- Defeated HB 572 that would have allowed the Governor to appoint two citizens to the Manufactured Housing Board in place of the current manufacturer representatives, thus removing knowledgeable industry representatives.
- Successfully passed legislation to require 4.5% sales tax on 60% of the invoice cost of a modular home, reflecting the value of the materials used in the manufacturing of the home. This major tax reform legislation saves consumers millions of dollars annually.
- The Foundation for Affordable Housing refurbished and donated several homes to needy families throughout the state to improve their living conditions.
- VAMMHA has successfully conducted annual conventions in Williamsburg, Virginia Beach, Northern Virginia and The Homestead each year. It has provided an opportunity to learn, network and socialize, while strengthening the association.
- VAMMHA participated in a study conducted by The Housing Research Center in Blacksburg, Virginia to expand the scope of the House Joint Resolution fostering the greater use of manufactured housing in all areas of the state.
- VAMMHA offered seminars to meet the education requirements established by the Virginia Manufactured Housing Board for the designation of Professional Housing Consultant.
- In 1999, VAMMHA began airing TV commercials promoting manufactured housing providing consumers with product information. Through our dedicated 800 number, we gathered names of prospective customers that were shared with all member retailers in the state. With over 5000 responses, dealers reported that several sales were made as a result of these leads. VAMMHA has conducted this ad campaign biannually with similar results each time.
- Establishment of the Memorial Golf Tournament to honor distinguished members Rick Quisenberry and Bill Jones, for their contributions and tireless efforts to promote manufactured housing.
- Setup a website (vammha.org) to provide information to the general public as well as a resource for the industry professional.
- VAMMHA accepted a greater responsibility by agreeing to represent modular manufacturers and retailers as part of the factory built housing industry.
- VAMMHA successfully lobbied the defeat of HB1299 changing the law that prohibited replacing a manufactured home on a lot once it had been removed or was destroyed by fire.
- Developed and implemented a campaign that highlighted the attributes of manufactured housing to legislators and state and local government officials.
- Annually participating in the Governor’s Conference on Affordable Housing to promote manufactured housing as an alternative to the high cost of site built homes.
- Organized a tour of the Commodore plant in Danville for members of the Virginia House of Delegates to promote HB 1212 that would require localities to permit certain multi-sectioned homes in residential areas.
- Successfully lobbied the passage of HB 2720 clarifying the definitions of “new” and “used” homes.
- VAMMHA erected a home at the Virginia State Fair in Richmond that was visited by thousands of people during the ten day period of display.
- Successfully lobbied for passage of HB 1821 – Provides an owner of manufactured home with a non-conforming use permit to replace that home with a newer single-or multi-section manufactured home, with a similar single- or multi-section that meets the current HUD manufactured housing code. Any such replacement home shall retain the valid non-conforming status of the prior home.
- In conjunction with Usry, VAMMHA sponsored and erected a manufactured home at the State Capitol Building to serve as a classroom during the one and a half years that the renovations to the Supreme Court of Virginia, MCV, the Bruce Jamerson Building, the House of Delegates and Governor’s Mansion,. The classroom offers each visiting school child an opportunity to participate in an hour long instructional program to explain the workings of government and become familiar with the tour they will take as part of a school curriculum on government.
